Ing Changqi, a citizen of Taiwan who has played a significant role in the Baduk world, rose to prominence toward the end of the 1980s. Because he wanted to make his dream true worldwide, Ing is actually better known internationally than in Taiwan. His dream was to share his passion for and belief in Baduk.
What he did to realize his dream was to sponsor sensational events, such as international competitions, at his own expense. Furthermore, breaking with tradition, he introduced new rules for tournament play, including time extensions with penalty and the 8 point Dum in even games [see section 7 of The Ten Most Important Events in 20th Century Baduk - editor].

His contributions to Baduk were primarily in three areas.
First, Ing Changqi should be given the credit for establishing international Baduk by founding the Ing Cup, which brought together Korea, China, and Japan together for competition. He did this all at his own expense.
It is clear that it was the final round of the first Ing competition, where Cho Hoon-hyun 9-dan of Korea beat Nie Weiping 9-dan of China, which brought Korean and Chinese Baduk out of obscurity and into the international limelight. This final match of a new major competition created a sensation by leaving the top Japanese players completely behind. The founding of the Ing Cup permitted a theretofore little known Korean player, Cho Hoon-hyun, to rise to international prominence and go on to win many international competitions. It was an event that changed the history of international Baduk.
Second, Ing Changqi did not limit his support to pro competitions only, but also promoted Baduk among youngsters by sponsoring world youth Baduk competitions. He also helped to raise interest in Baduk in the West. Various Baduk activities still receive their ongoing funding through Ing Changqi's fundraising efforts. So, Ing Changqi has succeeded in diversifying the types of Baduk competition, and established Baduk education for children. Currently he is moving toward promoting studies of the benefits of Baduk.
